For Meikarta Mulus Permit, the KPK Indictment Reveals Billions of Fulus

BuletinDigital. In the KPK indictment, a total of around Rp 19 billion more flowed from PT Lippo Cikarang to Bekasi Regent Neneng Hasanah Yasin and officials at the Bekasi Regency Government. The money was disbursed, according to the indictment, for the sake of the smoothness of the licensing business of the Meikarta project that was staying planned as an integrated city area.

The value of the money was stated in the indictment prepared by the KPK and read out its prosecution in an open trial at the Bandung Corruption Court on Wednesday, December 19, 2018. The prosecutor called the money flowing in the amount of Rp. 16,182,020,000 and SGD 270,000 (equivalent to Rp. so that the total is around Rp 19 billion more.

Sitting as a defendant in the trial were Billy Sindoro, Henry Jasmen P Sitohang, Fitradjaja Purnama, and Taryudi. The prosecutor also included a number of other names which were said to have jointly committed the illicit acts with the four defendants, including:
- Bartholomeus Toto as President Director of PT Lippo Cikarang;
- Edi Dwi Soesianto as Head of the Land Acquisition and Permit Division of PT Lippo Cikarang; and
- Satriadi as an employee of PT Lippo Cikarang.

"And PT Lippo Cikarang through PT Mahkota Sentosa Utama," the KPK prosecutor said.

The KPK prosecutor revealed that at least the bribe money was disbursed so that the Regent of Neneng signed a Land Use Allocation Permit (IPPT) and Environmental Feasibility Decree (SKKLH), as well as providing ease of building permit (IMB) to PT Lippo Cikarang through PT Mahkota Sentosa Utama ( MSU). PT MSU, in the indictment, is indeed a subsidiary of PT Lippo Cikarang which deals with the Meikarta project development licensing.

The KPK prosecutor also called Lippo Group CEO James Riady to intervene to meet the Neneng Regent to discuss Meikarta. In the indictment, shortly after James and Neneng's meeting, PT Lippo Cikarang applied for IMB for 53 apartments and 13 basements.

James actually had also been questioned by the KPK when this case was still at the stage of investigation. At that time after being examined on Tuesday, October 30, 2018, James claimed he did not know anything about the flow of bribes.

"Let me also say that I personally do not know and there is no involvement with the bribery case in Bekasi," James said at the time.

James admitted to meeting Neneng but according to him at that time there was no discussion at all about Meikarta. His interests at that time according to James because Neneng had just given birth.

"Now that's why when I was invited to stop by just to say goodbye, I stopped by his house (Neneng), congratulated," James added.

Back again about the case trial. Billy, who is a prisoner for the case, agrees with James's meeting with Neneng. Billy was indeed in the indictment called accompanying James at the meeting. But Billy denied that there was talk of Meikarta.

"Only talking about general matters, not talking about Meikarta licensing," said Billy after the hearing.

Billy also denied that there was illicit money as stated in the indictment. He also admitted that he would submit an objection or exception note in the next session.

"Money doesn't exist at all," Billy said.

On the other hand, PT MSU's attorney Denny Indrayana fully handed over the trial process to the panel of judges who tried. He believes positive law in this country will provide justice.

"We believe the noble panel of judges and KPK prosecutors will work professionally to present justice in this case," Denny said separately.

While the KPK confirmed that the case would not stop here. One of the concerns of the KPK is the role of PT Lippo Cikarang as a corporation.

"If indeed (PT Lippo Cikarang) there is an active role of the corporation, for example from the directors. If the directors give bribes to use corporations, in my opinion, this is certainly a corporation involved," said KPK Deputy Chair Alexander Marwata.

"The corporation's mistakes will benefit, not trying to prevent criminal acts, there is no compliance unit. We can expect it to the corporation," he continued.
